Speed cameras on U.S. highways?

Guess cities are getting more and more strapped for cash.  Everyone knows that these "speed cameras" are geared towards generating revenue and not about safety.

If these cameras are not revenue enhancement devices then have all the proceeds separated from state and city budgets and placed into something "boss hog" can't get his fingers into. Also why is it these things need an outside contractor to operate them. Why can't police do this?
